Chen grew up in Taipei, Taiwan. When he was seven years old, his family immigrated to the United States and settled in Prospect Heights, Illinois.
He attended middle school at River Trails Middle School in Mount Prospect and his first year of high school at John Hersey High School in Arlington Heights.

When Chen first met Chad Hurley and Jawed Karim, he was working at PayPal. Chen was also an early employee at Children Burners, but left after a few months to start YouTube.
